Yes, it's a pretty well known fact now that most of these transformations (particularly men) are steroid fueled. You simply can't gain 22 pounds of lean mass without some chemical help. NOT POSSIBLE.
I've seen people gain 22lbs in 8 weeks on a dirty bulk that ends up resulting in 8-10lbs of muscle and the rest fat. However, to gain that much lean mass and be that lean at the same time ....just not naturally possible, even on steroids that's a tall task.
It should also be noted that the boost in fat burning is relatively small. In a typical cardio session burning 20% more fat is almost negligible. For fat loss most studies support weight lifting being superior as it may increase metabolism for as much as 72hrs after training where metabolism boost from cardio is more contained with in the time you're training.
The information is true or at least there is more information saying it's true than not but it's probably not a significant enough protocol to be worried about.
